The WhatsApp Business API pricing Singapore businesses pay is set by Meta per delivered message, at a rate that depends on the recipient's country and the message category: marketing, utility, authentication or service. Messages from customers are free and each business number gets 1,000 free service replies a month, but since 1 October 2026 service replies beyond that allowance, and utility messages sent inside the 24-hour customer service window, are charged. Most businesses also pay a provider for the software, so the real monthly cost is Meta's per-message fees plus the provider's plan.

Updated: 6 November 2026

Many guides on this topic still describe the per-conversation model Meta retired in July 2025. This one uses only Meta's own documentation, read on 5 November 2026, and ends with the question small teams should ask first: do you need the API at all?

What the WhatsApp Business API is

The WhatsApp Business Platform, often called the WhatsApp Business API, is Meta's paid service that lets software send and receive WhatsApp messages on a business number. A business uses it either directly through Meta's Cloud API or through a solution provider, a company registered with Meta to onboard businesses and build inbox, chatbot and campaign tools on top of the API.

The customer service window is the 24-hour period that opens each time a customer messages or calls your business number, and resets with every new customer message. A template is a pre-approved message format, and it is the only way a business can message a customer outside that window. Meta charges only when a message is delivered.

The five message categories and what Meta charges

Since 1 July 2025, Meta charges per delivered message. According to Meta's pricing page, every message a business sends carries exactly one of five categories, and each category is priced separately.

CategoryTypical useCharged by Meta
MarketingPromotions, offers, win-back messagesYes, per delivered message
UtilityOrder updates, appointment reminders, receiptsYes, including inside the 24-hour window since 1 October 2026
AuthenticationOne-time passcodesYes, per delivered message
ServiceFree-form replies inside the 24-hour window, by staff or a third-party AIFirst 1,000 per number per month free, then charged
Meta Business AgentReplies written by Meta's own business AI agentYes, by token usage, no free allowance

For the last category, Meta's page lists one global rate of USD 2.00 per million tokens, which it estimates at roughly 4 to 5 US cents for a typical message (read on 5 November 2026). The October 2026 change for service and utility messages is explained on Meta's pricing update page.

What is still free

  • Every message a customer sends to you.
  • The first 1,000 service messages per business phone number each month. The allowance does not roll over, and Meta charges from the 1,001st.
  • Messages inside a free entry point window. When someone messages you from a Click to WhatsApp ad on the Android or iOS app and you reply within the customer service window, Meta opens a window of up to 7 days in which marketing, utility, authentication and service messages are free.
  • Service messages beyond the allowance for eligible government and non-profit organisations, until 31 December 2027.

Volume tiers lower the rate for utility and authentication messages as your monthly volume in a market grows. Marketing messages have no volume tiers, and tiers reset every month.

Which rate card applies to Singapore numbers

Meta prices each message by the recipient's market, which it takes from the recipient's country calling code, not from where your company is registered. A message to a +65 number is charged at the Singapore rate. If the same Singapore business sends an appointment reminder to a customer on a +60 number, it pays the Malaysia rate, and a +62 number pays the Indonesia rate.

Singapore has its own line on Meta's rate card. Until the 1 July 2026 update, some Singapore rates were the regional "Rest of Asia Pacific" rate, so guides written before then may quote figures that no longer apply.

Three more details matter for budgeting:

  • Currency. Meta publishes rate cards in 16 currencies, including SGD and USD. The billing currency is chosen when the account is set up, so decide before you start.
  • Timing. Meta changes rates only on the first day of a quarter, with at least one month's notice for rate changes.
  • Where to read the rates. We do not copy the per-country rates here, because they can change every quarter. Download the current card from Meta's pricing page or use the interactive rate table on WhatsApp's site.

How billing works through a provider

Meta's solution provider overview describes two kinds of provider, and they bill differently:

  • Solution Partners can extend their own Meta credit line to you and invoice you directly for Platform usage.
  • Tech Providers have no credit line. You add your own payment method, Meta bills you for messages, and the provider bills you separately for its software.
  • Going direct to the Cloud API means you pay Meta through its Billing Hub and build the software around it yourself.

Since 1 October 2026, service messages from an account with no payment method on file are delivered only within the free allowance.

Meta's charges are per message (or per token for its own AI agent), never per user. A "cost per user" or "per seat" figure always comes from the provider's own plan. Before you sign, ask the provider:

  1. Do you pass Meta's message fees through at cost, or add a margin?
  2. Is your plan priced per seat, per number, per message, or a flat fee?
  3. Which currency will Meta's charges be billed in?
  4. Are there setup, template approval or onboarding fees?
  5. Can I see Meta's charges per category each month?

The WhatsApp Business API pricing Singapore teams face in practice

Here is a worked example with illustrative volumes. A small clinic on the Platform sends the following in one month.

Messages in the monthCount, for exampleCharged countRate to use
Promotions to opted-in patients on +65 numbers3,0003,000Singapore marketing
Appointment reminders to +65 numbers800800Singapore utility
Replies to patient questions on +65 numbers2,5001,500Singapore service
Offers to people who came from a Click to WhatsApp ad, inside the free window3000Free entry point
Appointment reminders to +60 numbers200200Malaysia utility

The monthly bill is each charged count multiplied by the rate from the current card, plus the provider's plan (for example, four seats), plus any AI usage the provider passes on. Note that since October 2026 a reminder costs money even when the patient has just written to you.

Do you need the API at all?

Many small teams pay for the Platform when a simpler route would do. The WhatsApp Business app is free for one-to-one chats; its optional marketing messages feature, available in limited countries, charges per delivered message. The choice usually comes down to volume and who starts the conversation:

  • The Business app alone suits one or two people answering customers who message first.
  • A linked-device team inbox suits a team sharing one existing number, mostly replying to customers and following up by hand. It is not an official integration, so it carries no Meta message fees but must follow WhatsApp's rules on automation.
  • The Platform suits businesses that send templates at scale (reminders, receipts, passcodes, opted-in campaigns), need an official integration, or plan to message thousands of customers a month.

Key takeaways

  • Meta charges per delivered message, by category and by the recipient's country calling code.
  • Since 1 October 2026, service replies beyond 1,000 per number per month and utility messages inside the 24-hour window are charged.
  • A +65 number uses the Singapore line on Meta's rate card; customers abroad use their own country's rate.
  • Meta never charges per user; seat fees come from the provider.
  • Your total is Meta's fees plus the provider's plan, so ask how fees are passed through.

Where Polynusa fits, and where it does not

Polynusa does not use the WhatsApp Business Platform. It links your existing number the way WhatsApp Web does, so the per-message charges above do not apply to messages sent through it, and your number and chat history stay as they are. You pay the Polynusa plan, and AI usage is separate: bring your own key or buy credits.

The trade-offs are real. There are no templates, no bulk broadcasts and no official business badge. Because a linked device is not an official integration, WhatsApp's rules on automation apply: Polynusa keeps sending at a human pace, honours stop requests, and asks a person to confirm outreach to new leads each day. If you need reminders or passcodes at volume, the Platform is the right tool.

What Polynusa adds is the team layer: a shared inbox that records the sender of each reply, assignment and rotation, and AI drafts from your knowledge base that a person can approve. FAQ

Is the WhatsApp Business API free?

Not entirely. Customer messages are free, each business number gets 1,000 free service messages a month, and replies to people who came from a Click to WhatsApp ad are free for up to 7 days, but marketing, utility and authentication messages are charged per delivered message, and most providers charge for their software.

What is the WhatsApp Business API?

It is Meta's WhatsApp Business Platform, a paid service that lets software send and receive WhatsApp messages on a business number, used directly through Meta's Cloud API or through a solution provider.

How can I get the WhatsApp Business API for free?

You cannot run it entirely free. The lowest cost route is connecting directly to Meta's Cloud API, relying on the free service allowance and free entry point windows, but you still pay for templates and need developers to build the software.

How does WhatsApp Business API pricing work for Singapore numbers?

Meta charges per delivered message at the rate for the recipient's country calling code and the message category, so a +65 number uses the Singapore line on Meta's rate card. Rates change only at the start of a quarter.

Does WhatsApp charge per user?

No. Meta charges per delivered message. Per user or per seat fees come from the provider's plan, so compare providers on both their plan and how they pass on Meta's charges.
